Being a century-old organization, Jardine Engineering Corporation (JEC) fully recognizes safety, health and hygiene at work as an integral part of its business strategy. In this context, JEC invited JCP in 2022 to design and deliver a number of Safety Culture workshops for their leadership team, middle management, safety officers and frontline employees as part of their demonstrated commitment to Safety.
Despite the very strong foundation already built around safety practice at JEC, one of the key objectives for this intervention was to revitalize and further sustain the development of safety culture in their Company so that employees at multiple levels would be able to share this value and speak the common language.
There was a clear and commendable sense of urgency to accelerate this cultural effort. The timing was significant: JCP was invited to support this work shortly after the appointment of a new CEO in late 2021, who made the continued development of safety culture a top priority, demonstrating strong leadership commitment. In addition, the request for workshops came soon after the City emerged from COVID, when teams were finally able to reconnect in person, creating an ideal moment to re‑energize the safety conversation.

Transforming Safety Culture
Workshop Objectives
The combined workshop objectives for management and frontline employees were captured as follows:
▪ Develop an alignment on what Safety Culture is and how to make it sustainable
▪ Identify where the Company is along the Safety Culture Journey and explore ways to address challenges and gaps
▪ Understand Safety Leadership and respective roles in safety within the organization
▪ Explore what GOOD and POOR behaviors are on Safety Practice
▪ Understand human factors in the causes of accident
▪ Identify opportunities to enhance the Safety Culture within the Company
Safety Culture Workshop Insights and Observations
Over 15 workshops were delivered over the period covering various audience groups.
Through workshop interactions, activities, and exercises, our consultants gathered key observations, identified emerging trends, and developed insights that would be valuable for the Leadership Team’s review. Those insights were organized using the Star Model below, the same framework applied during discussions on sustaining and strengthening the Safety Culture. The consolidated observations were subsequently shared with the Company as future pointers for sustaining the safety culture development.
