The Southern Landing Facility, or WestK Quay, is a vibrant waterfront gateway in the West Kowloon Cultural District (WestK), located adjacent to M+ and the Art Park. Designed to strengthen connectivity, WestK Quay functions as a public pier, offering seamless access to the District through the dedicated WestK Ferry Service which connects WestK and Central. It also serves as a pick-up and drop-off point for other public water transport services, and welcomes prior booking for private vessel berthing, further enhancing accessibility to WestK.
Integrated with the Art Park and its scenic promenade, WestK Quay enriches the harbourfront leisure experience with curated food and beverage outlets, further reinforcing the WestK’s position as a premier cultural tourism landmark.

Project Challenges
The project involves construction of a pier in the middle of one of the most popular tourist spots in Hong Kong, thus subject to significant constraints of access control and minimising public disturbance. The Protection of Harbour Ordinance also forbid any temporary works in the harbour area thus further constrained the use of construction method. The project team needed to deliver this signature project for WestK under tight timeframe and budget and the discovery of some uncharted utilities during excavation further complicated the challenge.
Our Solutions
JCP was engaged as the NEC consultant to provide the NEC advisory and partnering support, which included the following:
- Initial Partnering Workshop in December 2022
- NEC Practical Training Workshop in February 2023
- Participation of more than 36 monthly Commercial and Risk Review Meetings
- 3 yearly Partnering and Collaborative Review Workshops
- Numerous contract advices especially the use of additional KPI under secondary option X20 to provide incentive payments to drive progress
Project Achievement
- The project achieved 1 month early completion despite the significant constraints on access, budget and programme.
- High level of satisfaction among project team members and win-win outcome for all parties
